The reason for the difference is likely because Website Visitors include all interactions, while statistics from Advertising only include actual visitors.
Meaning, there might be a bot or similar that has interacted with your campaign, and this might look like a website visit when looking at Website Visitors (or any external web analytics service, i.e. Google Analytics).
However, looking at the statistics for your ad in Advertising, you'll notice there's a difference in the amount of clicks because only clicks from actual users are registered.
